Wats this movie? i really like it?

i think its either a disney movie or an abc family movie. its wen hillary duff is playin in it, and i think her brother in the movie dies, and at the end of the movie, theres a talent show or somethin, and she sings Someones Watching Over Me. i hope this explained enough cuz thats all i know....so if u know wat movie im talkin about, can u tell me??? thanks!
