My husband is in the Army & he has cut the money from our BAH who do i contact?

My husband has cut my monthly income from $700 to $500, he signed a paper stating that he would cont. to give me $700 a month until our divorce or his discharge from the army. who do i call to get him to pay the $700 that we agreed to? I also take care of our 8month old daugther
