Is the term "dog-eat-dog" some sort of literary technique? eg. simile/metaphor?

in a text i'm reading, it says "...although, in the dog-eat-dog world of the London theatres..." does the term "dog-eat-dog" act as a simile, metaphor or some other literary device?
